Although this is an Indian Chief, it is classified as a Muffler Man which were large statues placed in front of various businesses during the 1960's. This particular one has been at this location for a long time. Evidently there was a tradition of driving by the statue on Friday nights and shooting arrows into its crotch. Also, at one time they put a Spur's jersey on it, but this has not occurred in 10 years.
